The crypto custody rule the market has been waiting on just cleared an important procedural hurdle: the U.S. Securities and Exchange Commission has sent its overhaul to the White House for review. That step matters to traders because custody sits underneath everything else — how advisers, funds, and institutional desks are allowed to hold digital assets shapes how much regulated money can actually flow into the market. Clearer rules here tend to unlock allocations that compliance teams currently block.

What Happened

The SEC advanced its proposed changes to the Office of Management and Budget inside the White House, the standard checkpoint a significant rule passes before it can be finalized or opened for further comment. The proposal targets how investment advisers and funds custody client assets, extending the framework to address digital assets that the existing rules were never written to cover.

The detail worth watching is how prescriptive the final language is. Rules that name workable custody standards and recognize existing crypto-native custodians would lower friction. Rules that set requirements few firms can meet could do the opposite, funneling activity toward a handful of large custodians and concentrating counterparty risk. The direction of that trade-off is what desks will read the document for.

The overhaul also lands amid an active enforcement and interpretation cycle, where the boundary between securities law and crypto keeps getting redrawn — a tension visible in recent warnings that some DeFi vaults may fall under securities law. Custody clarity is one thread in that larger effort to fit digital assets into decades-old financial rules without rewriting them from scratch.

A custody rule heading to the White House is not a market-moving headline by itself, but it is a marker of infrastructure catching up to demand. Traders tracking the regulated on-ramp should watch the final text for who qualifies as a custodian and how strict the standards are — because those details, more than the announcement, determine how much professional capital can follow through the door.
