Lawmakers on Capitol Hill are advancing a new crypto tax bill, H.R. 10357, that tries to pull off a balancing act: make everyday crypto use simpler while still pulling an extra $500 million in revenue from the market over the coming years. For traders, the fine print matters far more than the headline, because the proposal touches how gains, losses, and professional trader accounting are treated at tax time.

What Happened

H.R. 10357 bundles several long-requested changes into one package. It would ease the tax treatment of crypto payments, network fees, and certain qualifying loans, while widening the rules around loss deferral and trader accounting. The intent is to remove some of the friction that makes using digital assets for ordinary transactions a paperwork headache.

At the same time, the bill is scored to raise roughly $500 million. That revenue comes from tightening other corners of the tax code rather than from a single new levy, which is why the measure reads as both a relief bill and a revenue bill at once. What It Means for Traders

The most practical change for active users is the friction reduction on payments and fees. If small transactions become easier to report, the compliance burden of actually spending crypto drops, which is something merchants and everyday holders have wanted for years.

For higher-volume participants, the trader-accounting and loss-deferral provisions are the ones to watch. Rules that govern how losses can be timed and how professional traders mark their books shape real after-tax outcomes, especially in a choppy market where realized losses are a planning tool rather than an afterthought. Anyone running a serious trading operation will want to map these mechanics carefully once the text is finalized.

The Bigger Picture

The bill fits a familiar pattern in US crypto policy: give the industry usability wins while keeping the tax base intact. That trade-off has surfaced before, including when Congress moved to target a Bitcoin tax loophole while favoring stablecoins. Lawmakers increasingly treat digital-asset taxation as a lever they can tune, not a settled question.

The approach also echoes moves abroad, where tax design is becoming a competitive tool. Japan, for instance, has weighed carve-outs such as its plan to exempt trust stablecoins from tax filings. Jurisdictions that make crypto cheaper and simpler to use, without giving up revenue, are positioning to attract activity as the asset class matures.

For now, H.R. 10357 is a proposal, not law, and its provisions can shift as it moves through committee. Traders who care about after-tax returns should track the final language rather than the summary, because the difference between a usability win and a costly rule change often lives in a single clause.

The takeaway is that US crypto tax policy is entering a more active phase, where relief and revenue arrive in the same envelope. Watching how these details land will matter more to portfolios than any single vote count.
