President Trump has reportedly agreed to a set of ethics restrictions attached to the CLARITY Act, the market-structure bill meant to finally settle who regulates which digital assets. The move removes one of the last major roadblocks after months of stalled negotiations, and it shifts the next decision to Senate Democrats who had demanded the limits in the first place. For traders, this matters because the bill’s fate directly shapes which tokens fall under SEC oversight, which fall under the CFTC, and how much legal certainty the market gets heading into the next cycle.

The sticking point centered on ethics provisions restricting how public officials can personally profit from digital assets while shaping the rules that govern them. Lawmakers on both sides had spent months negotiating the scope of those limits, and the disagreement had become one of the biggest obstacles to moving the broader CLARITY Act forward.

Conversely, if the ethics deal stalls in the Senate, expect the same jurisdictional limbo to persist, which keeps compliance costs elevated and continues to weigh on US market share versus offshore venues.

This is part of a broader pattern in Washington: crypto-adjacent bills increasingly get tangled in conflict-of-interest questions rather than pure policy debate. The same dynamic has surfaced in related legislative efforts, including gaps flagged in a separate prediction market insider trading bill that raised similar concerns about oversight and personal financial exposure among officials.

For the crypto industry, the practical takeaway is that market-structure clarity keeps getting closer but remains contingent on resolving trust issues in Congress, not just technical policy questions. Traders positioning around US regulatory outcomes should treat this as a process to track over weeks, not a single catalyst event, since Senate procedure and further amendments could still reshape the bill before any vote.
